On June 19th, 2019, union representatives from the Siemens locations in Mohelnice, Letohrad/Králiky, Frenštát, Drásov, Trutnov and Štětí (all Czech Republic) met with Gábor Kun from Siemens in Budapest, Christian Schaller from Siemens Austria, Martina Schneller from the Austrian union PRO-GE and Harald Kern, the chairman of the Siemens Europe Committee (SEC).

The meeting took place in Písek in the Czech Republic and was hosted by the Czech union OS KOVO. OS KOVO´s president Jaroslav Souček, vice-president Libor Dvořák and international secretary Dana Sakařová were leading the meeting.
Harald Kern gave some information about the current situation at Siemens. He also explained the background of the failed merger of Siemens Mobility and Alstom. This process showed the deficiencies of the EU. A positive fact was that the employee representations of Siemens and Alstom had worked out a model for their cooperation on European level.
The main point of his report was the latest announcement of Siemens to split off the energy business. This will take place next year.

It is an important achievement from the union´s perspective that the place of the new energy company will be Germany, because by this, all rights of the employees will be guaranteed according to German law. The split-off of the energy business will have an effect on the rest of Siemens, too. The company will be essentially downsized and the pressure to optimize the profit will become even higher for the remaining business fields. Harald Kern also explained the functioning of the “Future Fund” that the employee representation has enforced. This fund can be used for measures of qualification and innovation to safeguard jobs.
Dana Sakařová added her experiences with other merger processes in Europe. She said that it is important to understand, that the decisions are made by certain people and not anonymous, which allows to take influence.
Mr. Palíšek, the CEO of Siemens in the Czech Republic, took part in a part of the meeting and also gave some information, especially about the situation of Siemens in the Czech Republic. He emphasized the importance of permanent change and also mentioned the relevance of the unions in this process. To his opinion, the economic model of the Czech Republic should no longer be based on cheap labour.

He also said, that the activities of the regional Siemens entities will be reduced by the split-off of the energy business.
Siemens has 8 factories, 2 Shared Service Center and 14 Research and Development Centers with 12 000 employees in the Czech Republic, which puts the country in the third position of all European countries at Siemens.

Jaroslav Souček gave some comments from the point of view of OS KOVO on the two reports about Siemens. He especially supported the concept of the “Future Fund”.

Pavel Holzknecht from Trutnov, member of the Siemens Europe Committee, criticized the development at Siemens.
Mr. Palíšek responded that changes would be necessary and that the influence of the local level on global decisions is very small.

Reports from the participants:

Janka Rýznarová gave a report from Mohelnice. The union is expecting job reductions.
Ladislav Maixner gave a report from Letohrad/Králiky. The employment is rather low at the moment. The union hopes for improvement.
Petr Bačák gave a report from Frenštát. He mentioned especially problems with HR that can´t be solved.
František Urbánek gave a report from Drásov. He also talked about problems with HR.
Pavel Holzknecht gave a report from Trutnov. The plant is growing. The communication with the top management of Siemens in the Czech Republic is bad. This is even violating Czech law in some points, so that the union has to force the management to provide the necessary information.
Vladimir Keř gave a report from Štětí. He criticized that the workforce is too small at Štětí.
Christian Schaller gave a report about Siemens in Austria. The Siemens locations there are effected quite intensely by the restructuring of the company.
Gábor Kun gave a report about Siemens in Hungary. The economy is doing well in Hungary, the unemployment rate is very low. This makes it – in combination with the still low wages – difficult to find enough qualified workforce. The union at Siemens in Hungary has reached an agreement, so that overtime work will still be voluntary, although there is a new law that allows the companies to enforce overtime work.
Other issues:

Re-election of the Siemens Europe Committee: The re-election of the Siemens Europe Committee has to be done next year.
According to the current figures, there will be three representatives from the Czech Republic (one more than there is now).
Harald Kern pointed out the importance of language skills for the members of the Siemens Europe Committee. These skills help in first place to keep up the communication among the employee representatives.
Jaroslav Souček gave a report on the result of the EU parliament elections in the Czech Republic.
The probable consequences of the exit of the UK from the EU (“Brexit”) were also discussed. Harald Kern does not see an immediate effect on the Siemens production chain, but, of course, there will be a general effect if there will be a recession.
The Siemens Europe Committee will guarantee the UK representation in this committee even if the UK should actually leave the EU.
Jaroslav Souček informed about the situation of the Czech economy. The unemployment rate is low, the wages are rising, but are still relatively low compared to neighbour countries like Germany or Austria.

Zasedání zástupců odborových organizací Siemens z České republiky, Maďarska, Německa a Rakouska
Dne 19. června 2019 se zástupci podniků Siemens Mohelnice, Letohrad/Králíky, Frenštát, Drásov, Trutnov a Štětí (všichni z ČR) sešli s Gáborem Kunem ze Siemens Budapešť, Christianem Schallerem ze Siemens Rakousko, Martinou Schneller z rakouského odborového svazu PRO-GE a Haraldem Kernem, předsedou Evropského výboru Siemens (SEC). Jednání se konalo v Písku, v České republice a hostitelem byl Odborový svaz KOVO (OS KOVO). Předseda OS KOVO Jaroslav Souček, místopředseda Libor Dvořák a Dana Sakařová z mezinárodního odboru vedli toto zasedání.
Harald Kern informoval o současné situaci ve společnosti Siemens.
Rovněž vysvětlil pozadí nezdařené fúze mezi Siemens Mobility a Alstom. Tento proces ukázal nedostatky EU. Pozitivním faktem bylo, že zástupci zaměstnanců Siemens a Alstom vypracovali model své spolupráce na evropské úrovni.
Hlavním bodem této zprávy bylo poslední oznámení společnosti Siemens oddělit energetiku. K tomu má dojít v příštím roce.
Z pohledu odborů je důležitým úspěchem, že sídlem nové energetické společnosti bude Německo, protože tímto způsobem budou všechna práva zaměstnanců garantována podle německého práva.
Oddělení energetiky bude mít samozřejmě dopad i na zbytek společnosti Siemens. Společnost se významně zmenší a tlak na optimalizaci zisku se ještě zvýší pro zbývající podnikatelské oblasti.
Harald Kern rovněž vysvětlil fungování „Fondu budoucnosti“, který zástupci zaměstnanců rovněž prosadili. Tento fond může být využit pro opatření v oblasti kvalifikací a inovací za účelem záchrany pracovních míst.
Dana Sakařová zmínila své zkušenosti s dalšími procesy fúzí v Evropě. Uvedla, že je důležité pochopit, že rozhodnutí činí konkrétní lidé, a ne anonymní jednotlivci, což umožňuje pokusit se věci ovlivnit.
Pan Palíšek, generální ředitel Siemens v české republice se jednání rovněž zúčastnil a poskytl některé informace zejména o situaci Siemens v České republice.
Zdůraznil důležitost permanentní změny a rovněž zmínil relevanci odborů v tomto procesu.
Podle jeho názoru by se ekonomický model České republiky již neměl zakládat na levné pracovní síle.
Rovněž uvedl, že aktivity regionálních entit Siemens budou redukovány po oddělení energetiky.
Siemens má 8 závodů, 2 centra sdílených služeb a 14 výzkumných a vývojových center s 12 000 zaměstnanci v České republice, čímž se tato země dostává na třetí místo mezi všemi evropskými zeměmi, kde působí Siemens.
Jaroslav Souček okomentoval obě zprávy o situaci v Siemens z pohledu OS KOVO. Zejména podpořil koncept „Fondu budoucnosti“.
Pavel Holzknecht z Trutnova, člen Evropského výboru Siemens, kritizoval vývoj v Siemens. Pan Palíšek odpověděl, že změny jsou nutné a že vliv lokální úrovně na globální rozhodnutí je malý.

Rovněž hovořil o problémech s HR.
Pavel Holzknecht informoval o situaci v Trutnově.
Závod roste. Komunikace s top-managementem Siemens v ČR je špatná. V některých bodech dochází i k porušování české legislativy, takže odbory musí nutit management, aby poskytoval nutné informace.
Vladimir Keř informoval o situaci ve Štětí.
Kritizoval nízký počet zaměstnanců ve Štětí.
Christian Schaller informoval o situaci Siemens v Rakousku.
Závody Siemens jsou významně postiženy restrukturalizací společnosti.
Gábor Kun informoval o situaci Siemens v Maďarsku.
Ekonomice se v Maďarsku daří dobře, míra nezaměstnanosti je velice nízká. To, v kombinaci se stále nízkými mzdami, znesnadňuje nalezení kvalifikované pracovní síly.
Odbory v Siemens v Maďarsku dosáhly dohody, tzn. přesčasová práce bude stále dobrovolná i když nyní platí nový zákon, umožňující podnikům přesčasovou práci nařizovat.
Ostatní záležitosti:
Opětovné volby Evropského výboru Siemens:
Opětovné volby Evropského výboru Siemens proběhnou příští rok.
Podle současných údajů bude mít Česká republika v tomto výboru tři zástupce (o jednoho víc než dosud).
Harald Kern zdůraznil důležitost jazykových dovedností pro členy Evropského výboru Siemens. Tyto dovednosti v prvé řadě pomáhají udržet komunikaci mezi zástupci zaměstnanců.
Jaroslav Souček informoval o výsledcích parlamentních voleb do EU v ČR.
Pravděpodobné důsledky odchodu Velké Británie z EU (“Brexit”) byly rovněž diskutovány.
Harald Kern okamžité dopady na výrobní řetězec Siemens nevidí, ale samozřejmě dojde k obecnému dopadu, pokud dojde k recesi.
Evropský výbor Siemens bude garantovat zastoupení Velké Británie i v případě odchodu Velké Británie z EU.
Jaroslav Souček informoval o situaci v českém hospodářství.
Míra nezaměstnanosti je nízká, mzdy rostou, ale stále jsou relativně nízké ve srovnání se sousedními zeměmi jako je Německo nebo Rakousko.
